Yashpal Arya Attack वित्तीय वर्ष 2023-24 के लिए महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना के बजट अनुमान में कटौती पर नेता विपक्ष यशपाल आर्य ने चिंता ज़ाहिर करे हुए सरकार से प्रश्न किया है ।उन्होंने कहा है कि वित्तीय वर्ष 2023-24 में आरंभिक स्तर पर ही ग्रामीण विकास विभाग द्वारा मनरेगा के लिए 98,000 करोड़ रूपये की प्रस्तावित मांग की तुलना में 60,000 करोड़ रूपये का आवंटन किया गया है। मनरेगा के तहत आवंटन में 30 हज़ार करोड़ की कटौती समझ नहीं आ पायी है।’

Yashpal Arya Attack नेता प्रतिपक्ष यशपाल आर्य ने कहा कि यह योजना देश भर के लाखों परिवारों के लिए अत्यंत महत्वपूर्ण है। लगभग 5.6 करोड़ परिवार इस योजना से लाभान्वित होते है। मनरेगा ग्रामीण अर्थव्यवस्था को गति देने वाला एक प्रमुख जरिया है. खासतौर से भूमिहीन मजदूर और सीमांत /लघु किसानों के लिए यह एक बड़ा सपोर्ट सिस्टम है. लेकिन, मांग के बावजूद इसके बजट में कटौती करना अच्छा संकेत नहीं है.
Yashpal Arya Attack इसके साथ ही सरकार ने मनरेगा श्रमिक की उपस्थिति और मजदूरी सुनिश्चित करने के लिए एक अजीबोगरीब और पूरी तरह से अव्यवहारिक “NMMS ऐप” को अनिवार्य कर दिया गया है। मनरेगा के सभी कार्यस्थलों पर साथियों को अपने फोन से दिन में दो बार सभी श्रमिकों की तस्वीरें अपलोड करनी पड़ती हैं, और सैकड़ों हजारों मजदूरी से वंचित रह जाते हैं क्योंकि वे दिन का अपना काम पूरा करने के बाद भी अपनी उपस्थिति दर्ज नहीं करा पाते हैं। ऐप केवल कार्यक्रम के साथ श्रमिकों की शत्रुता और हताशा को बढ़ायेगा।
Yashpal Arya Attack नेता प्रतिपक्ष यशपाल आर्य ने कहा कि मनरेगा के अन्तर्गत १०० दिन के रोज़गार की गारंटी दी जाती है ।वर्तमान बजट से 100 दिन के रोजगार की गारंटी नहीं दी जा सकती चूंकि फंड की कमी है इसलिए प्रशासन जानबूझकर काम की मांग को दबाएगा ।मनरेगा के लिए अभी जो आवंटन है, यानी 60,000 करोड़ रु, उससे सिर्फ 30 दिन रोजगार की गारंटी दी जा सकती है.
Yashpal Arya Attack नेता प्रतिपक्ष यशपाल आर्य के मुताबिक मनरेगा एक अद्वितीय मांग संचालित कानूनी ढांचा है, जो बजट से बाधित नहीं होना चाहिए। 2008 से 2011 तक वार्षिक आवंटन सकल घरेलू उत्पाद का लगभग 0.4% था, और यह दावा किया गया था कि आवश्यकता पड़ने पर और धन प्रदान किया जाएगा। अर्थशास्त्रियों और कार्यकर्ताओं ने इसके कार्यान्वयन का बारीकी से अध्ययन करते हुए अनुमान लगाया कि उस राशि से दोगुने से अधिक, या सकल घरेलू उत्पाद का लगभग 1%, इसे एक महत्वपूर्ण जीवन रेखा से एक कानून की ओर बढ़ने का अवसर देने के लिए आवश्यक होगा जो ग्रामीण भारत में वास्तविक परिवर्तन को गति देगा। .
